President Trump’s Executive Orders Potentially Threaten Non-Profit Funding

In the hours and days following President Donald Trump’s inauguration into a second term in office, he signed a number of executive orders and memos worrying the nonprofit sector, with many organizations bracing for significant changes to their operations, funding, and the communities they serve. This is a rapidly evolving situation with lawsuits sure to follow. Here’s an overview of key executive actions so far, and their potential effects on nonprofits:

Diversity, Equity, and Inclusion (DEI) Programs

President Trump has taken action to dismantle Diversity, Equity, Inclusion, and Accessibility (DEI) initiatives across the United States federal government. This includes:

  • Rescinding previous executive orders expanding DEI in federal programs and the workforce
  • Directing the termination of all DEI programs in federal agencies
  • Ordering staff focused on DEI programs to be placed on administrative leave (Many assume there will be calls to permanently terminate these positions)
  • Eliminating equity-related grants and action plans

For nonprofits, this could mean:

  • Loss of federal funding for DEI-focused programs and trainings
  • Reduced partnership opportunities with government agencies on DEI initiatives
  • Potential investigations into large nonprofits’ DEI practices

Federal Funding Freeze

While temporarily blocked by a federal judge, the administration attempted to pause federal funding for various programs. This action, if implemented, could:

  • Delay or complicate federal grant disbursements to nonprofits
  • Require organizations to justify how their programs align with new administration priorities
  • Particularly impact nonprofits working in areas like immigration, environmental protection, and social services

Following the order for a freeze on federal funding and grants, National Council of Nonprofits CEO Diane Yentel released the following statement:

“This order is a potential five-alarm fire for nonprofit organizations and the people and communities they serve. From pausing research on cures for childhood cancer to halting food assistance, safety from domestic violence, and closing suicide hotlines, the impact of even a short pause in funding could be devastating and cost lives. This order could decimate thousands of organizations and leave neighbors without the services they need.”

Immigration and Refugee Services

Trump’s executive orders on immigration may significantly affect nonprofits in this space:

  • Organizations supporting immigrants or refugees could face funding cuts
  • Increased scrutiny and potential audits of NGOs working with migrants and immigrants who are currently undocumented, often referred to as “illegal aliens” by the administration
  • Possible termination of federal funding based on compliance reviews

Arts, Humanities, and Cultural Programs

The rescission of previous executive orders supporting arts and cultural initiatives may lead to:

  • Reduced federal support for museums, libraries, and arts organizations
  • Diminished role of cultural nonprofits in federal economic development strategies
  • Potential funding cuts for humanities-focused programs

LGBTQ+ Rights and Services

Organizations serving LGBTQ+ communities may face challenges due to policy reversals:

  • Potential loss of federal protections and support
  • Reduced funding for LGBTQ+-focused programs
  • Increased need for nonprofit services to fill gaps left by government rollbacks

Environmental and Climate Initiatives

Nonprofits working on environmental issues could see significant changes:

  • Rollback of regulations supporting clean energy and environmental protection
  • Reduced federal funding for climate change and sustainability programs
  • Increased demand for nonprofit advocacy and services in these areas

Operational Challenges

Several executive orders may indirectly impact nonprofit operations in ways such as:

  • Return-to-office mandates for federal employees could disrupt communication channels with government partners
  • Hiring freezes and workforce reductions in federal agencies may slow processing of grants and contracts
  • Changes to regulatory frameworks could increase compliance burdens for nonprofits

As the nonprofit sector navigates this rapidly changing landscape, organizations should do their best to stay informed about policy changes affecting their work. Organizations would be wise to diversify funding sources to reduce dependence on federal grants, and strengthen advocacy efforts and coalitions to protect vital programs and gain support through private donors, foundations, or state/local/municipal governments as opposed to the federal government. Understand that there are many potential legal challenges to these memos and executive orders which may take time to move through the judicial system. It is possible that some aspects of these orders could be allowed to stand as the cases work their way through the system, and some federal staff that coordinate with non-profit funding recipients have already been terminated, so non-profits should be prepared to deal with at least some impact to their work especially if they receive any federal funds, grants, or other support.

While the full impact of these executive orders remains to be seen, it’s clear that many nonprofits see some form of disruption to their crucial work in this new political environment. We will do our best to keep our blog and other channels updated with information as it pertains to our non-profit customers in the United States.
